Drug Trends

When compared to the national average, the number of people in Kentucky 12 and older who had used illicit drugs in the past month was comparable. In Kentucky, the average was 8.41 percent and that is only slightly higher than the national average (8.02 percent). Although, when asked how many residents had used an illicit drug other than marijuana in the past month, the average was 4.39 percent, while the national average is only 3.58 percent. This points to a rate of illicit drug use that exceeds the national average and that may reveal a problem in Kentucky.

The percentage of drug deaths (17 per 100,000 population) also exceeds the average across the nation (12.7 per 100,000 population). In 2007, 722 people died as a direct consequence of drug use, lower than both the number from firearms (612) and motor vehicle accidents (853).

Prescription Drugs

Like the rest of the nation, Kentucky has a problem with abuse of prescription medication. But, they are attempting to counter it. In 2012, they passed HB 1, a bill that (among other things) “sets out the mandatory prescribing and dispensing standards for controlled substances.” The following information was gathered as a means of comparing prescription rates for the year before (July 2011 through June 2012) the bill and a few years after (July 2014 through June 2015).

  • Tramadol: +25.8 percent
  • Alprazolam: -18.8 percent
  • Diazepam: -15.3 percent
  • Buprenorphine/ Naloxone: +82.2 percent
  • All controlled substances -4.7 percent

The increases in prescribing represent increases in alternative medications for treating pain. Tramadol has a lower risk of abuse than other prescription painkillers. Also, the increase in buprenorphine points to an increase in treatment of opioid addiction.

Marijuana

Marijuana remains the most used illicit drug in the state. In 2015, the state reports it seized over 530,000 plants, making it among the top five states for eradication of plants.  But, there is good news: use rates among Kentucky youth are some of the lowest in the United States. Many see efforts to legalize marijuana as a threat to these low use rates.
